I still find it hard to believe that about one in four Americans still approve of the job that Bush is doing in the White House. What would it take to change their minds? Please comment on 1) what W could do to lose that last bit of approval and 2) what the Democrats will do to blow it in November.

nothing can be done.
25% of any group of humans cannot be reached. You'll see the same in your classes--no matter how you present the information, account for differences in learning, use whatever methods available, demonstrate the affront to self-interest, point out obvious logical dissonance...People hang on to beliefs; some people, pathologically. Bush could be poking them with a sharp stick. 25% is virtually zero.
